I think they might mean over-provisioning, but I think that sounds too technical. Are you sure?

NVMe Over Fabrics - Part Two - How NVM Express NVMe Over Fabrics Works Architectural Overview The new tech, called NVMExpress, swaps out the usual PCIe wires for a fabric technology like RDMA or Fibre Channel (FC). This is what you see in Figure 3. Wires used with RDMA include Ethernet, InfiniBand, and iWARP. You can also use native TCP that isn't part of RDMA even though it looks similar.
