My rendering scale is set to full, I usually get around 140-160 frames per second, but it briefly falls to just 1 or 2 fps for a moment before returning to normal.

Yes, you can adjust the refresh rate manually. Setting it to 120 frames per second is possible.

I've attempted to reduce the size, but it remains unchanged. Cutting it to 60 frames per second improves performance, though 60 fps still looks poor for smooth playback.

I think the increased refresh rate is putting more strain on the CPU. Check if 80 to 100 FPS feels okay for you, or you might want to think about upgrading your CPU later.

I experienced the same problem. The game was installed on both an SSD and an HDD. Removing the HDD resolved the issue—maybe it works for others too!
