You're looking to boost your PC's power capacity for a new graphics card. Your current setup includes a 650W power supply, an RTX 2060 GPU, and a motherboard with a yellow boot indicator. The issue is that the new power supply doesn't power on, even though the motherboard lights up. You've tried resetting the CMOS and using a single RAM stick, but neither resolved the problem. Someone might be able to guide you further.

Did you verify that all the old PSU wires were removed and only the cables from the new power supply were used? Here’s a guide on clearing CMOS: https://www.lifewire.com/how-to-clear-cmos-2624545
