I can't overclock to 4.9 without encountering a bluescreen of death.
Here are some of the errors I encounter:
Error 1: KMODE EXCEPTION NOT HANDLED
Error 2: IRQL_NOT_LESS_OR_EQUAL
Error 3: SYSTEM_SERVICE_EXCEPTION
Error 4: PAGE_FUALT_IN_NONPAGED_AREA
I attempted 4.9ghz at 1.3v and 4.9 at 1.32 but still faced issues.
These problems could stem from many factors, and I’m unsure what’s causing them.
Below are my full PC specifications:
Processor – i7-8700k
Graphics Card – Asus ROG Strix 2080TI
Cooler – NZXT Kraken x72
RAM – 16GB 2100mhz
Motherboard – Asus Prime Z370 A-II
Storage (SSD) – 1TB Samsung Evo 970 nVMe
Storage (HDD) – 6TB Baracuda
PSU – 1000watt Supernova
Thank you for your assistance!

It looks feasible at that voltage, but I’d suggest trying 1.35. Have you changed the LLC to turbo or a higher level? If you have an XMP profile active, disable it until your CPU OC is stable.

It's finally stable at 1.36v on the core at 5ghz... guess I completely missed shiz in the CPU lottery. Couldn't get 5.1 stable at 1.37 and 1.38, so I stopped. Thanks for the help—it's really appreciated. It's really disappointing that my chip is stuck.
