AMD RYZEN 7 2700 CPU paired with Asus Prime X470 motherboard. Radeon Rx570 graphics card included. Corsair CX450M power supply (ATX) and 4x4GB RAM (DDR4) are specified. A liquid cooler is recommended. Information on overclocking is required to achieve stable temperatures between 3.8-4.1Ghz. The graphics card consumes minimal power.

In general, do not try and use anyone else's overclock settings. The whole principle of overclocking is exploiting the margins built in to your hardware and that is always peculiar to your hardware...and theirs.
So it's really a process to find your overclock...there have been several offered. Here's one:

You won't need any manual overclocking for this setup since it matches your current configuration. Update the BIOS to version 4602 for the latest support. Refer to the official ASUS resources for BIOS updates and chipset drivers at the provided links. Enabling PBO at the highest setting in the BIOS will improve performance by a few percent compared to a standard OC of 4.25GHz. With PBO enabled, auto-overclocking can reach up to 4.25-4.3GHz on cores that are well utilized.

I attempted to run 4.0Ghz at 3.75v and the system failed during a stress test.

He's receiving a 2700, not a 2700 times something. You don't require an X chip to access the full benefits of PBO-2.

On higher resolutions or graphic configurations, you can achieve close to the X version by overclocking. However, as previously noted: there are no universal overclocking parameters for a particular CPU. Each CPU is unique, with its own error thresholds and tolerances. A setting that suits another's 2700 could easily damage your system.
