I attempted to take apart and rebuild everything from the ground up, but it didn’t work. Everything still displayed a single long signal and four short ones. I tried using my old Radeon HD 7700 graphics card with the original cooler that came with the CPU. It seems the fans on the video card aren’t turning, even though power is connected.

Great news, I switched the motherboard and it's all working. I'm using the MSI B450 TOMAHAWK MAX right now. Thanks for your help and sorry for the language issues.
