Is the memory placed in the two grey slots? After powering it on initially, do you pause for five minutes? How do you confirm the memory isn't functioning properly?

Use one stick at a time, placing it in each slot. If the first doesn't work, switch to the second. If neither works: reposition the CPU and retest RAM. If that fails, begin the return merchandise authorization process.
