I purchased a vintage HP computer, but when I power it up it begins to emit a beep and the red indicator lights on the power button start flashing. What steps should I take to resolve this issue?

Check the PC; maybe the RAM isn't working properly. You can replace it, and since you have two DDR2 sticks, decide the slots carefully.
