I power down my PC and it tells me it’s preparing, not to shut it down. I pause…and pause…and keep waiting. Should I turn it off now or hold on for another twenty minutes?

Observe the outcome. It's usually safe to power it off, but I wouldn't recommend it. I'd suggest waiting 15 minutes.

If you're not waiting for it to restart, just let it do its thing. If it's still on that screen in the morning, power cycle it if there doesn't seem to be any drive activity.

It happened before, took around 10 to 20 minutes and it started working again. If you don’t need the PC, just wait it out.

Windows just released an update that slowed down the installation on my machine. It might be similar for yours due to the same update. Unless you notice any smoke or flames, give it a bit more time—about 10 to 15 minutes. You have nothing to lose and plenty to gain. Stay safe and good luck!
