My Dell PC has downloaded 99% of this update 2-3 weeks now and has stuck there. It neither installs it nor gets rid of it. This is the problematic update that Microsoft says "No". What can I do to skip it ?

Check the Windows Update History, Reliability History/Monitor, and Event Viewer. One or more of these tools might be recording an error message, warning, or informational event about unsuccessful update attempts.

Additionally, the Windows update troubleshooter is useful since it includes built-in features to fix faulty updates, prevent updates from finishing, or handle completely non-functional updates.
Also, in extreme situations you can perform an in-place upgrade that will reinstall all your existing Windows components, restoring everything exactly as it was while ensuring only working parts remain, without altering the rest of your system or installed programs.
