If you're getting 70c with stock configurations (85-89c is my limit, because I start throttling above 90c), the voltage range isn't very flexible. I recommend swapping your thermal paste for a Noctua NT-H1 type first, which works well for me. Clean the heatsink and CPU thoroughly using 90% isopropyl alcohol with Q-tips or paper, making sure no fibers remain. Remove all old paste before applying new one to ensure a clean surface. This should improve performance on stock settings.

I used a decent quality paste recently. It would be better to test the waters first before considering an upgrade. Given our current capacity, how much GHz can I handle?
