After testing various motherboards and power supplies, switch to a different CPU.
Besides swapping the CPU, consider updating the BIOS first. MSI usually requires a newer version, while Gigabyte lists compatibility automatically—updating could help. It seems the issue resolved briefly but then faded. You might also test with a less powerful setup or disconnect the GPU; it should trigger a VGA error, which is acceptable since it follows the CPU. Another idea: power on the system without the M.2 SSD and ensure all connectors are fully seated. If possible, get a compatible CPU from someone who can test it on their hardware.
You found a few suggestions you hadn't considered. I've experimented with various power supplies, but I plan to try again tomorrow without a GPU and using one from my own machine. Updating the BIOS isn't something I recommended, though it doesn't seem to cause any issues.
This would be my initial attempt, though I think a better option might exist...
Handled a problem in the last couple of days with another user on a forum about the CPU. It's uncommon but possible. I think it might be related to the CPU, but a simple solution is to use only one RAM stick at a time and check different slots. This isn't necessarily the issue, just a quick test to confirm.
