It seems that Steam's file integrity check is meant for that purpose. I've tried it before, and based on my observations, it doesn't work when everything is correct or only missing certain downloads. Hopefully, the screenshot confirms its functionality for them.

It varies by title; for FFXIV on Steam there isn't an option, so changing the game forces a full reinstall.

This often happens to me when I transfer games from an external drive. Steam usually downloads the whole game with an integrity check, but for me it just causes a regression. It used to skip that rarely. If there are unnecessary files, I usually remove them, which seems like a reason behind it.
