Consider a 9600k processor paired with a full-sized Noctua cooler and any board you prefer. Choose a solid 16GB RAM package. Find out which Intel boards perform best for overclocking. Put this build in an affordable case with a reliable power supply and you're good to go. The 9600k can handle it at 5GHz without much trouble. It offers solid value, and unless you need to run many programs simultaneously, Ryzen isn't the top choice. Intel has proven itself time and again. Watch Userbenchmark YouTube videos for comparisons between Ryzen and Intel. Notice the slight performance gains in the 0.1% range on Ryzen. This CPU isn't known for stability during intense gaming sessions, with fluctuating frame rates. It doesn’t fit the typical gaming experience.

I’d receive the top quality available. Not merely acceptable. Should someone draw another card and the CPU remains underpowered, you’ll face the same situation again.

I just assembled an i5 9400F with an RTX 2060 — it works great. I used an MSI 360 ITX board and had 16 GB of RAM, which handles most tasks smoothly. Don’t spend too much on a 9th gen i7; it’s probably unnecessary and will just add waste.
