I was using GTA 5 online, but power suddenly cut. When it came back, I restarted the game, but it kept asking to install 91 GB again, as if starting from scratch. It showed Steam://rungameid/271590 in properties, and I don’t want to download that data again.

Yes, after opening the properties and navigating to the local files section, you should be able to click the verify game files button.
