I’m not sure how to proceed. This morning I turned on my PC and heard three beeps, then it kept looping. After five attempts it booted up but only recognized 8GB instead of the full 16GB, and the RAM was running at 2133MHz instead of the expected 3000MHz. The BIOS said 16GB, but it still showed 2133 even with XMP enabled. When I tried to save and reset, it went back into a bootloop again. I don’t have money to fix it, and my computer only caused problems since I had it. This happened because I was at the store, they were closed, and they’ll probably tell me what I already know—probably about RAM. I’m stuck.

Have you checked using the RAM in various slots one by one?

Test one RAM stick at a time, checking each memory slot individually. It could be the stick that works well or just the slot that doesn’t.

Yes, it was a poor slot. It started working but isn't functioning on dual channel.

It's disappointing to hear that. Perhaps look for a budget used motherboard now that the new AMD CPU is launching. I found one for around $80 CAD recently... You might be lucky to find one for even less in a few months.
