What graphics card are you using? Most contemporary GPUs feature a feature called ZeroFan mode, which keeps the fans off when temperatures stay between 60-65°C (varies by model). This helps lower noise and extend fan lifespan. If your GPU temperatures look normal, everything should be fine.
