Conditions are typical and stable. The 13900k runs at temperatures near 100°C. The NH-U12A performs better than NH-U12S and is close to NH-D15.

Those temperatures shouldn't harm the CPU.

the u12a supports up to 135-150w, while the d15 maxes around 175-200w. the 13900k is a 320w chip—consider adding a temp or power cap or a new cooler. 95C meets spec but may throttle under load.

Thermal throttling begins only when the core hits 100°C. Cooling occurs before reaching 95°C or 99°C.
