You can transfer your MacOS files from your Windows 10 PC to the new MacBook once it’s repaired. Make sure you back up any important data before proceeding.

The only method to obtain the installer is through the app store at https://support.apple.com/en-us/HT201372. It's unclear if it's still functional, but you can transfer the IntstallESD.dmg file to a flash drive using transmac for Windows or dmg2img with dd on Linux.

It includes internet recovery tools. You can restore macOS to a clean SSD or HDD. I’ve tried this before without any problems.
