Also, when I run COD Warzne at all ultra settings, I see steady 100-110 fps, whereas lowering everything only gives me 120-130 fps.

The CPU sets the upper bound for the frame rate. You might be reaching it.

Do you have images of benches to illustrate this? This might relate to the CPU or game settings (both in and out of game). If possible, ask your friend to demonstrate the 300FPS, then run a userbenchmark and Time Spy on their system and share the results. I'm going to bet it's settings.

Do you have images of benches to illustrate this? This might relate to the CPU or game settings (both in and out of game). If possible, ask your friend to demonstrate the 300FPS, then run a userbenchmark and Time Spy on their system and share the results. I'm going to bet it's settings.

it determines that from there as well, probably not the main issue since on dd2 in csgo i can maintain 150-250 fps regardless of settings. I tried it, used csgo and apex cfg from a friend (my bad, he has 1070 but actually 1660 Super with the same cpu), and in csgo I got even lower fps (ancient had 200-300 fps while i got 60-100). In apex i only lost about 20 fps compared to him (80 when flying above map, 100-150 on the ground, which is playable but still, it should be better, especially on a 144hz monitor). I think he likely has GPU driver configurations and/or in-game settings focused more on performance than quality.
Your friend should enable XMP/AMP in BIOS as well.
Also, eliminate all overclocks and timing tweaks, except for XMP/AMP, then try running your tests again.
Did you perform a complete system virus scan?

I reinstalled the system after moving all data from every drive, experimented with several GPU drivers, adjusted all game and NVIDIA settings to prioritize performance instead of quality, but nothing changed. (He has 456.71 for 1660 Super Driver)

Ignore the 'older driver works better' idea. I'm using the newest NVIDIA drivers and still achieve optimal results with my Titan Xp.

Played on Monitor AOC 27" 27G2U with a secondary 60 Hz AOC.
Checked the CSGO FPS benchmark map and found average FPS of 300, while my friends with double the FPS on maps averaged around 200.

tried out several fresh maps and on mirage, overpass, vertigo and other older ones I have 400-500 fps but on ancienc 80, dust 2 and mocca 120-200 there are huge differences between those maps.
