This problem has happened on two different systems running fresh Windows 11 installations. No changes were made to Windows Explorer or any SFC/DISM tools, and multiple themes were tried without success. The OS is Windows 11 Pro on Dell OptiPlex 7010 MFF (2023) and Dell OptiPlex 7010 SFF Plus (2023). It seems a possible Windows update issue might be the cause.

¿Has probado desactivando todos los efectos visuales? Mi sistema está en español, pero creo que puedes localizarlos.
