I would start by checking your USB cable first; 40gbps is quite high and a low-quality cable won't manage the full speed. Also, remember that 8 bits equals 1 byte, so 8Gbps equals about 5GB/s. Each PCIe lane for 4.0 supports up to 2GB/s or 16Gbps, meaning you can only get close to the maximum of your GPU's performance, not the full x16 speed. This shouldn't be an issue if you're just streaming games. Be aware that VRR (Freesync or GSYNC) also consumes a lot of bandwidth.

I purchased a new client PC equipped with a discrete GPU, allowing me to link my display directly via HDMI without using an eGPU. So far, everything is working smoothly.
