Have you considered MSI Lite Load Control for Intel 13900k? It might help with stability and performance.
You might want to attempt what I did for my 14600K. There are four videos and a Reddit discussion about undervolting. I’m not sure about that Noctua cooler, but the Thermalright Phantom Spirit 120 SE is a great choice. I applied the advanced defaults, then moved straight into the CPU Lite setting in the BIOS and reduced it to 11. Avoid running xmp or Intel boost until you’ve gone through the videos and Reddit tuning. For your 13900K, you should be able to adjust it slightly higher.
You may need to return the product if recommended, but these steps performed well for me. I hope they’ll help you too. Check Cinebench23 and HWMonitor while monitoring temperatures. If any core reaches 99°C or above, halt operation and lower CPU Lite accordingly. Prolonged high temperatures are what cause damage and worsen performance.
The CPU Lite was crucial here, and then you can manually adjust the clock speeds for each core as shown in the Reddit thread. The videos demonstrate the benefits of undervolting, while the MOBO discussions assist in identifying and tuning the settings you’ll find on Reddit. Post #51 on the link below is useful.
Good luck.
