Occasionally every hour, while playing my FPS, performance drops significantly—often to just a tenth of its previous level—and I experience heavy stuttering. When the Task Manager is active, I notice the issue stems from a sudden shift in resource usage: CPU usage plummets from around 30% to just 4%, while GPU usage drops to 15%. No other program consumes these new low levels. An odd pattern emerges too: if I switch to another app and make the game a backdoor, resources and FPS quickly return to normal. This problem occurs with any game I try, especially Black Desert Online and Overwatch. I can log this if it’s useful.

How are the temperatures? It might be thermal throttling, so the system is reducing performance to manage heat. However, there might be a deeper problem, and I might be mistaken.

It doesn't seem like thermal throttling is happening; the CPU stays around 60 and the GPU around 70.
