4 threads working at full capacity, evenly distributed. Apologies, it seems I misread your details. Here, all configurations are set to the lowest levels. At top performance, CPU and GPU usage reaches around 80% (slightly above that during team fights).

No restrictions on throttling. I rely on NZXT CAM for tracking these values. Does it need to reach 100% under regular settings?
