The settings for application-specific access do not allow Local Activation for the COM Server app with the given CLSID and APPID. The LocalHost environment is not available. This permission setting can be adjusted via the Component Services admin interface. I've been attempting to resolve this issue for some time, but each solution seems to fail. Here are the steps I followed online: 1. Launch Regedit. 2. Navigate to HKEY_Classes_Root\CLSID\*CLSID*. In your case, it's {C2F03A33-21F5-47FA-B4BB-156362A2F239}. 3. Right-click and choose Permission. 4. Select Advanced and set owner to administrator. Check the box below owner. 5. Click Apply and grant full control to Administrators. 6. Close the window and return to HKEY_LocalMachine\Software\Classes\AppID\*APPID. In your instance, it's {316CDED5-E4AE-4B15-9113-7055D84DCC97}. 7. Right-click and set Permission. 8. Choose Advanced and change owner to administrators. Check the box below owner. 9. Click Apply and enable full control for Admins. 10. Close all tabs and open the Administrative tool. 11. Open Component Services. 12. Select Computer, click my computer, then DCOM. 13. Find the matching service in the error viewer. 14. Right-click and open properties. 15. Go to the Security tab and add a user (select SYSTEM). 16. Enable the local activation box. I tried everything possible to grant access and launch the app, but it keeps failing. I encountered the same issue again (same error ID). In step 14, identify the matching service from the error viewer. 14. Locate the relevant service in the error viewer. 15. Right-click it and select properties. 16. Navigate to the security tab and add a user. Add SYSTEM and apply changes. 17. Check the box for Activate local bo x.

The issue occurs when trying to assign full control to {C2F03A33-21F5-47FA-B4BB-156362A2F239}. Testing in admin didn't help, and it isn't working.
