A fresh setup is usually beneficial, but I believe a clean install paired with a Microsoft account maintains consistency in username and computer name. I've performed multiple clean installs, testing both with and without an MS account, and noticed that setting those options was often unavailable when using one. However, with a clean install, your Windows 7/8 product key remains valid, and you can reinstall on the same device without a product key. Additionally, your hardware will already be recognized for Windows 10 through Microsoft registration.
