I overclocked the rig last night but unfortunately it didn’t work. The whole system shut down, yet the CPU fan kept running even after shutdown. I reset the CMOS, but now the fan is stuck at full speed and the BIOS or speed fan isn’t reading the CPU temperature. Plus, I’m facing issues with the Intel management engine in Device Manager—it says it can’t start because of a problem. Did I cause too much damage?

The multi meter won't tell you what it's doing under load, or if you have excessive ripple, etc. I've thrown away many PSU's that had good voltages.

Disconnect the power source, remove the CMOS battery, and press the case power button or CMOS reset button to fully discharge the motherboard. Reassemble and attempt again. Some boards require multiple restart cycles before default settings are restored after a failed overclock.

Tried this and still no improvement, even after removing the battery overnight. Now I face another issue—during startup the whole system freezes randomly, forcing me to restart multiple times before I can open Windows :-(

If you have another PSU, I would attempt that first. If you manage to keep it operational long enough, you could also try running memtest or the memory diagnostic in Bios if available.

I have checked the PSU with a multimeter and it's working well. I plan to try MemTest soon to ensure the PC boots correctly and understand the results.

ah, that makes sense, i'll check if i can borrow another psu and try memtest in the meantime
