Not sure which graphics card to pick—GSO, G1 Windforce, or R9 390—but I’m thinking about playing Arma with an i5 4690K. Anyone know if these models are available and what average FPS you can expect in MP and Sp Missions? Also, want to see how the performance compares.

You’re likely to maintain similar performance as with a GTX 970 or GTX 660 since the game relies mostly on CPU power. Your system details are listed, and your friend’s setup shows comparable results at high settings. King of the Hill 100 players typically achieves 20-40 FPS under those conditions. Increasing the CPU to 4.5GHz usually boosts average FPS by about 10%.

Considering the G1 WindForce edition because of quiet operation and stable temperatures rather than SCC issues

The game is desperately needing improvement. The optimization is quite lacking, yet it still performs better than Arma 2. It's disappointing since the game is actually strong. I'm managing about 50% CPU and GPU usage at peak.
