So when cleaning the drive, should I choose Delete Volume? When I pick format it says, "Windows can't format the system partition on this disk." Try it first.
Power OFF
Disconnect the 250GB drive
Power ON
Does the system boot properly?
If yes, then reconnect and use diskpart with the clean command.

I just tried it. After unplugging the 250GB drive, it won't boot to Windows, possibly because I accidentally installed Windows on it. How can I transfer it to the 1TB drive?

There is a disk management window available at the provided link. It appears you may have installed the operating system on a 1TB drive while leaving the 250GB drive connected, causing the boot data to reside there. This could be consuming all of its space. A possible solution is to use a Win 10 USB installer: turn off the device, disconnect the 250GB drive, boot from the Win 10 USB, and run the repair function.

I own a Windows 10 USB drive and have started using it. The system doesn’t boot into Windows, only offers an install option. I chose repair mode but am unsure which specific fix would work. I attempted the startup repair, but it reports it can’t repair my computer. I don’t have a system image available for recovery, nor a system restore available.

P.S. When attempting to boot without the USB or the 250 GB hard drive, the error appears—please select the boot device or insert a bootable media and press a key.

I was also considering upgrading my hard drive for the next build to a hybrid model with a 2TB capacity. Should I purchase a hybrid drive, generate a system image on it, and then restore that image to transfer data onto the 2TB drive? This would allow me to erase both the 1TB and 250GB drives. Would this approach lead to problems if I later replace the CPU, motherboard, and RAM?

Would this approach cause any problems when I later replace the CPU, motherboard, and RAM? For a CPU or motherboard swap, you'll probably need a fresh OS installation. A system image from the current setup wouldn't be suitable.
