It varies. I mostly run into a few hackers, but they usually get banned quickly. But smurfs... It really depends on the type. If it's someone with 8k hours and verified, then yes, it's the most frustrating. If it's someone pretending to be a pro just to get kills and act superior, then no, it's less bothersome because they usually aren't very skilled.

Hackers can be both bothersome and educational depending on the situation. Treat them kindly and they may share valuable insights. Plus, if you manage to befriend them, they’ll often wait for you, giving you excellent practice opportunities.
When the opposing team has a smurf, it doesn't play easily against you and your friends often. It's really frustrating because we rarely get a chance to shoot and we're out of luck. Depending on your skill level—probably silver with lots of smurfs—I guess—but there are also smurfs who play nicely but restrict themselves.
