It might be a CPU issue or the processor is trying to stop you from playing Fortnite. If you upgrade, you'll need a new motherboard, though you might not have it yet.

I don't think the CPU alone is the issue, the FPS stutters likely is the CPU fault, but the textures and graphics issue might be related to something else. What happens when you increase the settings in the game and when you drop them? The textures are at what setting? If you want to upgrade anyway I would recommend either waiting for the new Intel CPUs or going with AMD, the 9400F is not really a good CPU, even more when AMD options are often cheaper.

The Ryzen 5 1600 offers significant improvements over the Core i5-2500, with faster speeds, improved performance per cycle, and additional processing power. Even if you already have the 2500, upgrading might not be necessary unless you're looking for more efficiency or future-proofing.
