This should work well; minor issues might appear at 1080p, but it should run smoothly at 1440p—especially with the 4070 Ti.

Focus more on the pricing details, but the price range is roughly 1600 to 1800 dollars, which seems to be the typical amount for this type of build.

If the place is close to where you live then I don't see why not.

Never find a PC that's fully "balanced" for every game... meaning all components reach peak performance together without any limits or overspending on parts. This is ideal for one app or game, but not feasible across all situations. Based on your specs, the CPU and RAM are likely the main constraints compared to the GPU, though not drastically so. As Filpo mentioned, an RTX4070 works well for 1440P gaming, but you'll notice a noticeable slowdown at 1080P, especially at very high frame rates. With a K-skew i5 and top-tier memory (higher MT/sec and lower latency), you might get a marginally better setup, but the gains would be minimal, particularly in higher settings or resolutions like 1440P+. It's not worth the investment for significant improvements.
