I attempted to play ac4 yesterday and it stuttered, just like with far cry 5. I cleaned the installation of Windows 10, put the games on an SSD, updated the GPU drivers, and even sent a request to Ubisoft. Still trying to figure out what’s wrong. My PC specs are: CPU Amd Ryzen 5 3600x 3.79 GHz, six cores and twelve threads; GPU MSI Ventus XS RTX 2060 OEM; PSU Thermaltake 750W Platinum; RAM 2x8 2933MHz AEGIS G SKILL; SSD Toshiba Tr150 250GB; HDD Western Digital 1.5TB; Motherboard ASRock B450 Steel Legend.

AC4 isn't optimized well for PC, FPS varies a lot for me, FC5 stays at 50fps but timing is inconsistent, it doesn't feel stuttery since it's single player and third person, so lower FPS might help. Consider setting them to lower FPS as AC4 is single player and 3rd person, and try the low latency mode in the NVIDIA control panel.
