I updated the GeForce drivers yet this person is maintaining 60 frames under identical conditions and what I think a comparable setup looks like.

Download and launch MSI Afterburner, run the game for some time, then examine CPU, GPU, and RAM consumption. Also check CPU and GPU temperatures. Provide the observed values. This is the typical method for diagnosing performance problems.

Some users have shared comparable frames in premium setups. Bad port? Not sure, but tarfeef101 might be able to check if your system is actively trying to play.

That’s odd with low GPU usage but high CPU activity. Was this the intended behavior while playing?

First I'd want to know when this occurred during gameplay. It's usually clearer to view a graph over time. Look in the task manager to see which process is consuming all the CPU. If it's the game itself, consider running a CPU benchmark and comparing your scores to others using the same hardware. Then, if results match, reduce settings that heavily use CPU resources.
