I own an MSI GTX 970 with 4GB RAM, previously run on a CX 500w bronze unit that made some noise when uninstalled, but now I'm using an EVGA G2 550 Gold where the fans are quieter and only speed up occasionally. The card is actually very quiet now.

I just observed something. After trying a different approach, it appears the coil whine is originating from the power supply.

During idle, the card shouldn't have fans running unless you specifically enable them in Afterburner or Precision X. One of the nice passive cooling aspects I appreciate about these cards is that you don't need GPU fans when it's just idling without any load.

I think you're outside the return-to-store policy for that PSU, so you'd need to request a replacement through Corsair. That process takes time and means being without a PSU temporarily. If you can afford it, consider getting an EVGA G2-series PSU like this one

and then return the Corsair unit for a backup.

If my CX750M has any issues, I'll switch to an EVGA 850 G2....
