hi guy .Can anyone explain to me why pretty much all games i run all will be cap at 120 fps(v-sync is off) .The gpu usage around at 40-60% only but the cpu is about 50-60% usage only. But when i switch to 4k the gpu is able to reach 100% and cpu usage also somewhat the same as in 1080p. My cpu is i7-4790k at 4.4GHz with a msi gtx 1080ti gaming x
It's typical for the GPU to operate within its required capacity. Increasing the resolution triggers it to ramp up performance and draw more power.

If none of your CPU cores reach near full usage and the same applies to your 1080ti, the issue likely lies with software or drivers. Since it affects all your games at 1080p, the driver seems to be the main cause. Try running Overwatch at the lowest settings (1280x720) to see if performance improves.
Essentially the same concept. Probably more processing power becomes needed once it reaches 4K resolution.
windows: have you turned off "Game DVR"? are you running the version in "gaming Mode"? please turn both off and try these steps (windows registry): go to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Multimedia\SystemProfile\Tasks and adjust these values: set “GPU Priority” to 8 for gaming, and set “Priority” to 6 for gaming. then set SystemResponsiveness to 0 and restart.
