I would say you have a minor bottleneck which is causing that. But if its at a good frame rate than its not really an issue

In Far Cry 3 my graphics card consumption stays under 60% and often reaches 100%.

Your processor is limiting the overall performance of the system, preventing the GPU from operating efficiently because it runs at full capacity.

Consider purchasing the 6600 since you're frustrated about not receiving the expected performance.

your display refresh rate is 60hertz, but if your graphics card exceeds that, it won’t be useful since you won’t notice any improvement. adjusting performance might help, but only by a minimal amount.

The issue is that I rarely reach around 60 frames per second on BF1

It'll be a minor improvement, not a big deal in terms of value or speed gains. As long as your game runs smoothly, you can skip it and plan for a better one later.

Check your CPU and GPU stats in BF1—they change with each game. For Farcry, what frame rate you see depends on your setup.

Is there any better version yet? I haven't experienced a well-tuned game that makes use of 16GB yet.

depends on the specific game; for example, I experienced a big frame jump switching from 8GB to 16GB in some titles, particularly when using mods or CAD, which also highlights how important extra RAM can be.
