I believe the whole project was intended for the solo DLC that got dropped and merged into GTA Online. It’s frustrating hearing from Lester and others urging you to visit the new casino, especially when Trevor is making big profits with it, yet they gave up on the single-player mode—really disappointing.

It's frustrating at the moment. I was looking forward to some single-player content, but it doesn't feel as enjoyable as it used to. Not spending much time online makes it even more disappointing. Disappointing indeed.
