In two years it might be possible, but I’m skeptical about five years. By using it to its fullest, that’s the goal.

No, it's not worth the effort or cost. They'd be better using their time for something more rewarding, like porting RDR for PC.

They'd need to revise many components, which isn't worth the effort. Also, GPUs would need to handle more demanding titles like DX12.

They simply released it for solo play, which makes it likely this game will eventually appear in GTA V. They probably didn’t intend to expand GTA Online at the time, so having both options coexists.

In theory they would have to rewrite a lot of the code. There isn't any reason really to make it support DX12 when its already DX11. Pushing forward new games might be DX12 but only if they started development very recently. Bottom line, there isn't enough money in making it DX12 supported especially this far after launch.
