It's unusual to see 20-30 FPS in a car or while driving, especially without consistent 35 FPS. Occasionally I reach around 50 FPS with the I3 4150 and 8 GB RAM on MSI r9 280x. My settings are: 1050p resolution, FXAA disabled, MSAA off, texture quality set to very high, shadow quality high, reflection quality high, reflection MSAA off, particle quality normal, grass quality normal, soft shadows sharp, post FX normal, ambient occlusion normal, tessellation normal, anisotropic filtering X4.

Agreed, go with the minimum settings too—I’m still struggling to hit steady 40 FPS.
