I'm experiencing frequent stuttering and frame drops after just a minute of playing GTA V, making it difficult to play. The issue continues even when I disable graphical enhancements. My system settings are at maximum, with some features set to high, and MSAA is off. Only the FXAA drivers are up to date, but disabling MFAA hasn't resolved the problem. My hardware includes a GTX 960 with 4GB RAM, an i5 4690K CPU, and a motherboard from ASUS B85M-E. I'm also using a Hyper X Furry 8GB GPU at 1600MHz. Thanks in advance.

This resource assisted me in adjusting the game settings. You can find more details at the provided link. If your GPU isn’t performing well at maximum or high configurations, consider reducing the settings marked as critical, severe, or high in the guide.

I'm facing the same problem with my GTX 1070 and i5 6600K overclocked, but I don't have a controller connected during gameplay.

I think it might actually work. When I first connect my controller, the game pauses briefly. Later, it freezes intermittently for a couple of seconds. However, if the controller isn't connected at all, there are no freezes. Please give it a try.

Besides your PSU, all looks good, so I recommend following what @HydraGaming suggested.
