On 391.35 with Windows 8.1 64-bit. Recent drivers caused laggy or stuttering performance on the desktop. I’m hoping NVIDIA will resolve this in an upcoming update.

Intel Management Engine updated with newest MSI AB and RTSS versions. Performance feels improved slightly now. Maintaining 85Hz/fps most of the time for smoother gameplay. Enabled MSAA x2, FXAA, TXAA and MFAA in the NVIDIA control panel.

The issue is resolved, and the game runs smoothly now with V-Sync disabled and full G-Sync enabled. I only needed to apply "Nvidia PCSS" shadows.
