I've reviewed many discussions on forums about this issue and attempted various solutions, but I'm still struggling. The problem persists regardless of the adjustments I make. My PC specifications are as follows: Ryzen 3700X, 64GB RAM at 3600MHz, RTX 5700 XT, Asus B550A motherboard, Corsair RM850 PSU. Games launched from a Corsair M.2 NVMe drive consistently perform well, with all benchmarks above expectations—100-120% across all categories. All drivers are up to date, Windows was reinstalled (per one of the tips), and the game runs smoothly across all 8 cores. RAM usage during games stays between 7-9GB. GPU utilization is around 20-40%, rarely surpassing 23%. I've tested every recommended setting change, from maximum to minimum, overclocking to underclocking, but I'm still unable to resolve the issue. Please let me know if I'm missing something.

Uninstall all processors through Device Manager (aim for 16) following these steps:
Restart the PC to BIOS and update to the newest BIOS
Download, extract the required files, and transfer them to a flash drive
Insert the flash drive into the rear USB slot, boot via BIOS, and flash the new BIOS
Launch Windows, install the latest AMD Chipset driver, restart, then reconnect to the internet
Install the most recent NVIDIA driver
Check for any available updates in Windows Update
Open CMD, execute defrag (use the drive letter where GTA V is installed) /d /u /v, then repeat with /l /o /u /v after completion
Perform these actions entirely offline until you restart after installing the AMD Chipset driver; consider rebooting to BIOS afterward to enable XMP and fine-tune timing if desired. Ensure RAM is placed in slots 2 and 4. Save necessary files before proceeding, following the steps sequentially.
Stuttering is often a driver problem, and new drivers can have bugs, so you might prefer using older versions that actually function properly.
