It's unclear if Chrome affects your frame rate. 19 FPS with Chrome versus 45 FPS without it suggests a difference.

since windows 10 there have been some screen issues and odd effects, plus cars appearing unexpectedly and the game experiencing problems overall.

Continues experiencing delays or stutters. The issue is frustrating, and even using an SSD doesn't resolve it.

I've been running smoothly ever since the upgrade. Back then, I often experienced stutters and low frame rates, but now I hardly notice any issues.

Slightly smoother performance, though occasional rare slowdowns occur, occasionally causing crashes.
