Just Cause 2 was made for Nvidia, but it performed well on AMD GPUs too. The single frame per second from Vulcan won't be enough. Nvidia and AMD are essentially the same in value.

It wasn't designed as a universal API for all GPU manufacturers. It aimed to ensure compatibility with Linux and Mac systems, rather than being a one-size-fits-all solution.

It’s likely tailored for NVIDIA because I recall seeing it in an advertisement during my GTX 970 driver update. Regardless, given the developers’ effort with the porting time to PC, it should perform well on both platforms.
