I've encountered this problem with GTAV where the GPU usage stays between 0.3 and 0.5, while the CPU remains at maximum up to 85% and reaches as high as 93%, leaving only about 7% for system applications. I attempted to resolve it using several YouTube videos without success. I usually achieve around 65 FPS to 78 in city mode within a small building, peaking at 90 FPS. I play with the lowest possible settings in GTA, keeping background processes minimal but still running at 1920x1200 resolution. Despite not bottlenecking much, system apps still consume significant resources. Please let me know if this helps or if you need further details!
