I just set up a new PC at http://uk.pcpartpicker.com/p/bz2F3C. GTA IV isn't running smoothly, and I can't adjust the graphics settings. It seems like a typical issue for this game. Any advice or suggestions would be really appreciated.

Using a 7950 or 7970 is correct. I’ll fix it right away. Edit: Initially I didn’t notice your build. The issue arises when your GPU has three or more GB of VRAM. "I encountered the same problem—right-click GTA4, select properties, then choose launch options. Copy and paste this into the field that appears: -nomemrestrict -norestrictions exactly as shown. The reason it won’t let you adjust anything is because GTA4 only supports GPUs up to 2GB, so since yours is 3GB, it miscalculates available RAM and blocks you, enforcing this restriction in the command line."

It's a strange query, but do you have GPU drivers set up? You mentioned I helped with that.
