When GTA 6 becomes available for PC in the future, will the GTX 1660 SUPER and AMD RYZEN 7 5800X be able to handle it in LOW/MID configurations?

Processor be probably ok, would have a chance, but gpu i would say not even close.

the processor should work fine, but why not the GTX 1660 SUPER? some sites are forecasting GTX 1660 or SUPER, or even lower models. so hmm?

Have you noticed any of the leaked pictures? 1660 might play quietly, but what's the reason for such a low performance? In any case, I think we won't see the game on PC until maybe 2027, if at all, with consoles coming first.
