Seems the baseline requirements are for 1080p low performance and the suggestions point to 1080p high performance, both running at 60 frames per second. Rockstar also mentioned achieving 4K in low settings at around 30 fps with a 760 resolution. It looks like the game is quite well-tuned.

970 supports all games in 1080p resolution, so it should handle this one without issues
